You are correct in saying that the rulers of the
kingdoms during Dong Zhou or Eastern Zhou were
dukes of the land they rewarded by the Emperor
of the Zhou Dynasty or relatives of the royal
family (even royal families of the previous
dynasties were rewarded sometimes).

For the origin of the Qin Kingdom, please refer
to the origin of the Qin surname.
