order of dishes in Chinese meal

When we eat in chinese restaurants we usually order 3 meat dishes, steamed rice and a noodles dish. These are presented to us all at the same time.

Last night we went to a restaurant where little English was spoken, and the only other diners were Asian. We ordered our usual dishes. But only two meat dishes arrived. When we had finished these the third dish was brought out. We had not received the rice and requested it at this stage. As we were about to leave the noodles arrives !

Is usual not to receive rice and noodles until the end of the meal? Do real Asian diners not fill up a bowl with rice and add the meat dishes on top?
