China was one of the earliest countries that established a national educational system, that was unmatched in its completeness.

According to legend, China's educational system was initiated during the Wudi period. Zhou Li, Chun Guan, Zong Bo Xia and Li Ji, Wen Wang Shi Zi recorded that the educational system during the Wudi period was known as Cheng Jung. A system of elementary school and college already existed during Emperor Shuns time. Li Ji, Wang Ji recorded that Yu Shuns elementary school was on the west of the countryside. The college was on the east of the palace. Educational Officials were already appointed (Shang Shu, Yu Shu and Shang Shu, Shun Dian). The first title was Situ who was in charge of the teaching of the Five Relationships (righteousness of the father, kindness of the mother, friendship of the older brother, respect of the younger brother, and the piety of the son). The second title was Zhi Zong, who was in charge of the teaching of the Three Sacrifices (to gods- sun, moon, wind, thunder, etc.; to ghosts- ancestors; and earth- mountains, valleys, grass, wood, etc). The third title was Dian Le, who was in charge of teaching Music.
